Rosa, AFP </span></span></span></div><p>BELÈM, Brazil — True to their description of COP30 as a “COP of implementation&quot;, the Fund for Responding to Loss and Damage (FRLD) was operationalized on the first day of the global conference. </p><p>Described as being done in “record time”, COP30 CEO Ana Toni called the development big news.</p><p>“Loss and Damage, which was only recently established at COP28, has started working. They’ve put out a $250 million call for proposals, showing the speed at which the fund — created less than two years ago — is already moving into implementation,” she said.</p><p>However, for a country like the Philippines — battered by at least 20 typhoons per year — the amount of loss and damage undoubtedly breaches $250 million.</p><p>For Lidy Nacpil, one of the Philippines&#x27; strongest voices when it comes to climate issues, the amount initially available is “miserably small.”</p><p>“It’s really laughable if you were in a good mood and highly enraging. Most of the time we’re really enraged at the thought that this is such a small fraction of even one single country suffering from the destruction of a super typhoon,” she said.</p><p>Nacpil, who attended numerous COPs, noted that countries agreed to establish the Loss and Damage fund during the conference’s 27th year in Egypt. At that time, initial pledges were said to have reached more than $700 million. However, only half of the pledges were delivered. Probably the speediest is three months. This is not what we need for addressing loss and damage. It has to be a rapid response,” she said. </p><p>The proposals, she said, are acceptable for preparing to minimize future loss and damage. However, the reality is that for a highly climate vulnerable country like the Philippines, disasters and the devastation these leave in their wake are a regular occurrence.</p><p>“We need the response immediately. So how can such a fund be useful for countries like us who are already that vulnerable? So this was, of course, this is not just our sentiment. Some of the board members also felt that way.”</p><p>For Aksyon Klima Pilipinas National Coordinator JL Algo, any help, in the context of climate-related disasters, will always be welcome. However, the available funds for loss and damage will not be given to just one or two specific countries. Prioritized to receive them are Least Developed Countries (LDCs) and Small Island Developing States (SIDS). The Philippines does not fall in either group but is nevertheless a climate-fragile nation making it eligible for the funds.</p><p>“Ang dapat na nangyayari, direkta ang ating access. Ang pondo para sa pagtugon sa krisis sa klima lalo na ang loss and damage, hindi ito isang uri ng charity. Ito ay obligasyon ng mga mayayamang bansa na silang nagbuga ng pinakamaraming polusyong pang klima o greenhouse gases,” said Algo.</p><p>(What needs to happen is for us to have direct access. The funds to address the climate crisis, especially the loss and damage fund, is not charity. This is an obligation of developed nations who continue to emit large amounts of greenhouse gases.)</p><p>While he acknowledges that progress is being made in the annual conference, the desired speed at which these gains are achieved do not compare to the rapid development of weather extremes that wreak havoc in countries like the Philippines.</p><p>Despite not the amount not reflecting what the majority expected, funds being available for climate-affected countries is better than having no funds at all.</p><p>“Nasa magandang posisyon pa rin ang Pilipinas kahit paano. Dahil merong bagong pagkakataon upang makakuha ng pondo na hindi utang. May progreso pero dapat natin tignan yung buong konteksto, kulang talaga yung pondo. Kaya dapat lahat ng ipapatupad na solusyon laban sa krisis sa klima ay magkakatugma, pinapatupad ng tama, walang korapsyon at nakatuon sa kapakanan ng mga most-vulnerable communities.”</p><p>(The Philippines is, somehow, in a better position because there is now another opportunity for funding that is not in the form of a loan. There is progress but we still need to look at the big picture, the fund remains lacking.
