<div><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1763865401322G6Zue3gbYAARe9_.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/>Detail from satellite image on PAGASA website </div>MANILA — A low pressure area (LPA) that formed east of Mindanao early Sunday entered the Philippine area of responsibility (PAR) at 8 a.m., according to PAGASA.It was last spotted 845 km east of northeastern Mindanao and now has high potential for tropical cyclone formation in the next 24 hours.It will be assigned the local name &quot;Verbena&quot; — a species of a flowering plant.Initial projections show Verbena may make landfall over the Caraga region on Monday evening.It will then move northwestward through Visayas and northern MIMAROPA and emerge over the West Philippine Sea by early Wednesday.<div><a href="https://www.abs-cbn.com/news/weather-traffic/2025/11/21/4-weather-systems-to-affect-ph-angat-dam-to-release-water-0708">4 weather systems to affect PH; Angat Dam to release water </a></div>The potential storm is not expected to have intense winds but will be a rain maker.As early as Monday, moderate to heavy rains will be experienced in Eastern and Central Visayas, Siquijor, and parts of Caraga and Northern Mindanao, according to a heavy rainfall outlook issued by PAGASA early Sunday.Up to intense rains may be expected across Visayas, Bicol, CALABARZON, and MIMAROPA as the storm crosses the country.It may also enhance the effects of the shear line, affecting Cagayan Valley and Aurora.The weather bureau warned against expected flooding and landslides in many parts of the country.It added heavier rainfall may be experienced in mountainous and elevated areas and antecedent rainfall may worsen the impacts in some areas.The weather disturbance would be the third tropical cyclone inside the PAR this November and the 22nd overall this year.Earlier in the month, typhoon Tino and super typhoon Uwan ravaged central Philippines and Northern Luzon, respectively.<div><a href="https://www.abs-cbn.com/news/weather-traffic/2025/11/13/climate-disinformation-a-growing-threat-countries-agree-on-information-integrity-1147">Climate disinformation a growing threat; countries agree on information integrity </a></div>More than 250 perished while more than 100 remain missing due to Tino, after torrential rains led to massive flash floods in Cebu and Negros.More than P1 billion in agriculture and infrastructure was also reported by the National Disaster Risk Reduction and Management Council (NDRRMC).Meanwhile, Uwan left 33 people dead and Php 4.8 billion damage in its wake.PAGASA forecasts up to two tropical cyclones inside the PAR this December.Aside from Verbena, the remaining unused tropical cyclone names for 2025 are Wilma, Yasmin, and Zoraida.
