Rosa, AFP</span></span></span></div><p>MANILA — Typhoon Tino produced significant rainfall in Visayas that resulted in extreme flooding in Cebu province, weather bureau PAGASA said.</p><p>Mactan weather station in Lapu-Lapu City and an automatic rain gauge (ARG) in Danao City both recorded 183 millimeters of rainfall from 8 a.m. November 3 to 8 a.m. November 4.</p><p>This is equivalent to 180 liters of water being dumped in one square meter areas across the cities.</p><p>The observed rainfall in Mactan is almost a month and a half’s worth of precipitation in the area, which usually sees 131 mm of rain usually during November.</p><p>Two monitoring stations in Toledo City located in the central mountain range of Cebu logged heavier downpour – Bagakay ARG posted 428 mm while Ilihan ARG observed 300 mm.</p><p>The posted rainfall amount in Bagakay is almost comparable to Ondoy’s 24-hour precipitation of 455 mm in Science Garden, Quezon City on September 26, 2009.</p><p>PAGASA said the rainfall amounts in Cebu exceeded a 20-year return period, which translates to 5-percent chance of extreme rainfall or worse happening in any given year.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/11/6/storm-ravaged-cebu-province-got-p26-7-billion-in-flood-control-funds-over-last-3-years-0032">Storm-ravaged Cebu province got P26.7 billion in flood control funds over last 3 years</a></div><p>It added most of the heavy rains were dumped in the early hours of November 4 after Tino made its first landfall in Silago, Southern Leyte at midnight.</p><p>The typhoon made its second landfall in Borbon town in northern Cebu.</p><p>Metro Cebu, home to more than 3 million people, was hardest hit by Tino’s torrential rains, which left more than 100 people dead.</p><p>The sheer volume of rain resulted in massive flash floods that swelled rivers and rampaged streets and subdivisions in the cities of Danao, Cebu, Mandaue, and Talisay and the towns of Liloan, Compostela, and Consolacion.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/11/6/cebu-under-state-of-calamity-anew-in-aftermath-of-tino-0124">Cebu under state of calamity anew in aftermath of &#x27;Tino&#x27;</a></div><p>Life-threatening floods also swept Negros, Panay, and Palawan.</p><p>Tino made eight landfalls as it ripped through central Philippines from Tuesday to early Wednesday and left the Philippine area of responsibility past midnight Thursday.</p><div><a href="https://www.abs-cbn.com/news/regions/2025/11/5/governor-baricuatro-calls-for-help-after-tino-lashes-cebu-1100">Governor Baricuatro calls for help after typhoon Tino lashes Cebu</a><br/><a href="https://www.abs-cbn.com/news/regions/2025/11/5/palace-urges-baricuatro-to-help-gov-t-probe-flood-control-projects-in-cebu-since-2016-1452">Palace urges Baricuatro to help gov’t probe flood control projects in Cebu since 2016</a></div><div><iframe width="734" height="413" src="https://www.youtube.com/embed/Y0nxtS_dgvE" title="&#x27;We lost everything&#x27;: Survivors confront destruction in Tino&#x27;s wake | ABS-CBN News" frameBorder="0" allowfullscreen=""></iframe><iframe width="734" height="413" src="https://www.youtube.com/embed/T_cwy8S8A5g" title="Drone view captures trail of destruction in Cebu after Typhoon Tino | ABS-CBN News" frameBorder="0" allowfullscreen=""></iframe></div>
