MANILA — Motorists navigating flooded Metro Manila streets during the southwest monsoon need not worry about being penalized under the No Contact Apprehension Policy (NCAP), the Metro Manila Development Authority assured Tuesday.

MMDA Chairman Romando Artes in a virtual briefing said while the NCAP remains officially in place, most violations captured during inclement weather are manually reviewed and usually invalidated, especially in areas affected by floods where traffic signs are obscured.

“During mga ganitong panahon, although hindi namin sinususpend ang NCAP, pero may manual validation tayo so halos lahat ng possible violations ay iniinvalidate natin lalo na po sa mga bahang portions na hindi natin nakikita ang signages, definitely wala pong huli na mangyayari,” Artes said in a virtual briefing.

“So case-to-case basis yan pero generally kapag ganitong panahon, halos suspended ang NCAP implementation natin.”

The official however clarified that clear cases of reckless driving will still not be tolerated by the MMDA.

“Syempre po iba na po ang situation, like kanina may aksidente po na kitang kita sa CCTV na napaka-reckless ng pagkakamaneho noon pong naaksidenteng vehicle,” he said.

The MMDA earlier suspended the implementation of the number coding scheme as the southwest monsoon dumped heavy rains and caused flooding in various areas in Metro Manila.
