It was packing winds of 55 kph and up to 90 kph gusts, the state weather bureau said.  </p><p>PAGASA raised signal 1 over the following areas, where 39 to 61 kph winds were expected. </p><div><br/></div><ul><li>Batanes</li><li>Cagayan</li><li>Isabela</li><li>Quirino</li><li>Nueva VizcayaNorthern and central Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao, Baler, Maria Aurora)</li><li>Apayao</li><li>Abra</li><li>Kalinga</li><li>Mountain Province</li><li>Ifugao </li><li>Benguet</li><li>Ilocos Norte</li><li>Ilocos Sur</li><li>La UnionNortheastern portion of Pangasinan (San Nicolas, Natividad, San Manuel, Sison, San Quintin, Tayug)</li><li>Northern portion of Nueva Ecija (Carranglan, Pantabangan)</li></ul><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:511px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17580823839731758082383117.png" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left"><em>PAGASA</em></span></span></span></div><p>Mirasol will continue traversing Northern Luzon and may emerge over the Luzon Strait on Wednesday afternoon or evening.</p><p>It may intensify into a tropical storm and exit the Philippine area of responsibility on Thursday.</p><div><br/></div><div><strong>NANDO</strong></div><div><br/></div><p>Meanwhile, a low pressure area east of Southern Luzon developed into a tropical depression at 8 a.m. Wednesday, PAGASA said. </p><p>At 10 a.m., it was located 1,265 km east of Southern Luzon with winds of 45 kph and gusts up to 55 kph. </p><p>Moving west northwestward at 10 kph, the tropical depression is forecast to enter the PAR late Wednesday or early Thursday and will be assigned the local name Nando.</p><p>It will steadily intensify up to severe tropical storm strength while slowly moving northwestward over the Philippine Sea through Saturday.</p><p>The disturbance will reach typhoon intensity while heading towards the Babuyan-Batanes area, where it may pass through on Tuesday or Wednesday next week.</p><p>Wind signal no. 1 may be raised in Northern Luzon as early as Saturday, with Signal No. 4 the highest possible wind warning.</p><p>The uncertainty in the forecast beyond five days remains high and the public is advised to continue monitoring updates on this weather system.</p><div><br/></div><div><strong>GOV’T PREPS </strong></div><div><br/></div><p>Some 2.5 million food packs,100,000 ready-to-eat food boxes, and 300,000 relief items such as blankets and hygiene kits are ready to be deployed to areas in Mirasol’s path, Malacañang said. </p><p>“Nakatutok na ang DSWD sa mga lugar na posibleng daanan ng bagyo para makapagpaabot ng agarang tulong sa mga maaapektuhang komunidad,” Palace Press Officer Undersecretary Claire Castro said.  </p><p>“Patuloy ang koordinasyon ng DSWD sa mga LGUs para siguruhin na mapabilis ang pagtulong sa mga maaapektuhan ng bagyo.
