Jonathan Cellona, ABS-CBN News "/><span class="fr-inner" style="text-align:left">Commuters brave strong winds and heavy rain in Cubao, Quezon City, as Super Typhoon Nando enhanced the southwest monsoon on September 22, 2025. <em>Jonathan Cellona, ABS-CBN News </em></span></span></span></div><p>MANILA — State weather bureau PAGASA said five to nine tropical cyclones are expected to enter or form inside the Philippine Area of Responsibility for the remainder of the year.</p><p>In a news forum on Saturday, PAGASA Deputy Administrator Marcelino Villafuerte II said the Philippines experienced 15 storms so far, including &#x27;Opong.&#x27;</p><p>&quot;We are expecting two to four [cyclones] in the month of October. And then in November it&#x27;s two to three. And then one to two ng December. So we&#x27;re expecting five to nine more tropical cyclones before the end of this year,&quot; Villafuerte said.  </p><p>&quot;On the average ang ating bansa ay nakakaranas ng 19 to 20 tropical cyclones. Kung idadagdag natin yung lima hanggang siyam, nasa average tayo. Sakali man umabot sa ceiling na nine, ay maari tayong mag-exceed sa ating average for the year,&quot; he explained.</p><p>Villafuerte said the upcoming storms are not expected to be more intense.</p><p>&quot;During the month of October, November, December, hindi naman natin inaasahan na mas malakas, ano. Pero more on landfalling na tropical cyclones. So that&#x27;s why yung preparations mas kailangan natin,&quot; he explained.</p><p>&quot;Base doon sa record natin, kapag buwan ng  October, November, December, kapag last quarter of the year, most of Visayas and also Mindanao regions, sila na yung naaapektuhan those months,&quot; Villafuerte added.</p><p>The PAGASA official advised Filipinos, especially those residing in low-lying or flood-prone areas, to remain updated with its forecasts which have advance information.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/27/death-toll-rises-to-11-as-opong-bears-down-on-vietnam-1140">Death toll rises to 11 as Opong bears down on Vietnam</a></div><p>&quot;Given that yung Visayas-Mindanao areas are going to potentially affected by tropical cyclones in the last quarter of the year, of course pinapaalalahan natin na pag-igtingin yung preparation natin,&quot; Villafuerte said.</p><p>&quot;Kasama naman po natin ang members ng NDRRMC (National Disaster Risk Reduction and Management Council) council para magbigay ng updates and information lalong-lalo na kapag may developing or upcoming tropical cyclone for a particular location,&quot; he added.</p><p>Villafuerte said the expected cyclones are part of the &quot;Christmas Typhoons&quot; or the increased frequency in typhoons from December to February or the holiday season.</p><p>&quot;Actually merong study yung ating kasamahan sa PAGASA kung saan they found out yung Christmas Typhoons, actually yung December, January, February na tropical cyclones yung na-mention nila sa study. They found out that they are increasing particularly doon sa Mindanao area,&quot; he explained.</p><p>Villafuerte said they are also expecting &quot;above normal rainfall&quot; in parts of the country during the last quarter of the year due to the looming short-lived La Niña.</p><p>&quot;Kahapon ay nagpalabas ang PAGASA ng TC [tropical cyclone] threat  forecast. At base doon sa ating initial na analysis, within the week until October 2 maaaring may isang possible tropical cyclone-like vortex na mabuo. Currently, nasa low likelihood pa ito. Pero the week after that, medyo tumaas, nasa moderate likelihood. Bibigyan namin kayo ng update kung matutuloy,&quot; he said.</p><p>&quot;Kapag ka La Niña developing kasi ang typical development na mga bagyo ay mas malapit dito sa kalupaan na natin. So less yung time nila to further enhance yung mga bagyo,&quot;</p><p>The upcoming 16th tropical cyclone will be named &quot;Paolo&quot; once it enters the country.</p><div><br/></div><div><strong>FUNDS ON STANDBY</strong></div><p>The Department of Social Welfare and Development (DSWD) said the agency still has enough funds given the number of expected tropical cyclones before year-end.</p><p>&quot;So far, sapat po yung resources ng DSWD. But we will request for replenishment of our Quick Response Fund kasi that’s provided naman under existing laws. Once bumaba na or na-meet na po natin yung 50% of our Quick Response Fund, we will do that,&quot; DSWD Assistant Secretary Irene Dumlao said.</p><p>&quot;In terms of available funds and stockpiles, currently nasa mahigit P3 billion pa po yan na binubuo ng standby funds na around P385 million and then we also have stockpiles amounting to 2.5 million family food packs,&quot; she added.</p><p>As of 6:00 a.m. on September 27, the DSWD has distributed 108,967 family food packs. Bulk of the assistance was given to affected families by &#x27;Mirasol&#x27;, &#x27;Nando&#x27; and &#x27;Opong&#x27; in the Bicol Region, Ilocos Region and Cagayan Valley.  </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/26/dswd-says-ready-to-help-families-affected-by-mirasol-nando-opong-0948">DSWD says ready to help families affected by Mirasol, Nando, Opong</a></div><p>DSWD said over 641,000 families or 2.2 million individuals in nearly 7,000 barangays were affected by the storms. The agency is monitoring over 51,000 families who are in evacuation centers, as well as those outside.</p><p>Dumlao assured the major need of evacuees is food, which they are readily providing from their warehouses. The DSWD is ensuring evacuation centers will have functional water, health sanitation facilities and safe spaces for the vulnerable sectors.  </p><p>The agency likewise distributed 1,300 ready-to-eat food boxes in major ports like the Manila NorthPort, Lucena Port, Batangas Port, Matnog Port, Dumangas, BREDCO Port, and Maguino-o Port.</p><p>More than 3,700 hot meals were served to locally stranded passengers in ports in Sorsogon and Pio Duran.</p><p>In the 11:00 a.m. bulletin of PAGASA, typhoon Opong has officially exited the Philippine Area of Responsibility.
