<div><iframe src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fweb.facebook.com%2Fphoto.php%3Ffbid%3D1477494747755507%26set%3Da.365711365600523%26type%3D3&amp;show_text=false&amp;width=500" width="500" height="703" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>Weather bureau PAGASA raised tropical cyclone wind signal no. 1 in two provinces as Typhoon Francisco continued to gain strength early Monday.</p><p>Batanes and northeastern Cagayan, including the eastern portion of Babuyan Islands and the towns of Santa Ana and Gonzaga on mainland Cagayan, may experience strong winds of up to 61 kilometers per hour within the next 36 hours, with minimal to minor threat to life and property.</p><p>As of 4 a.m., the typhoon was located 715 kilometers east of Tuguegarao City, Cagayan.</p><p>Francisco has also picked up speed and is now moving west northwestward at 30 kph.</p><p>Now packing maximum sustained winds of 140 kph with gustiness up to 170 kph, it may reach its peak intensity of 165 kph on Tuesday, June 23.</p><p>The typhoon is expected to remain offshore and not make landfall over any part of the country. However, it will recurve or make a turn near the Batanes-Babuyan area from Tuesday through Thursday. </p><div><iframe src="https://www.facebook.com/plugins/post.php?href=https%3A%2F%2Fweb.facebook.com%2Fphoto.php%3Ffbid%3D1477494747755507%26set%3Da.365711365600523%26type%3D3&amp;show_text=false&amp;width=500" width="500" height="703" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe></div><p>During this period, Batanes and Cagayan may experience inclement weather, with 50 to 100 millimeters or moderate to heavy rains along with strong winds.</p><p>This Monday, the southwest monsoon or Habagat will bring scattered rains in Palawan, Visayas, and Mindanao.</p><p>As the cyclone moves northwards, it may pull the Habagat over Luzon by midweek, with scattered monsoon rains likely to persist through the weekend.</p><p>In Metro Manila, periods of scattered rains may begin on Wednesday.</p><p>The weather bureau warned of possible flooding and landslides in hazard-prone areas, especially during periods of prolonged and heavy rainfall.</p><p>Rough seas with wave heights of up to 3.5 meters may be experienced over the seaboards of Cagayan Valley. Small seacraft are not advised to sail.</p><p>Habagat may also bring gusty conditions over the western seaboards of the country, especially in coastal and upland areas.</p><p>Francisco may exit the Philippine area of responsibility on Friday, June 26.</p>
