<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1784680890487thumbnail-F7m3y2hyWVI-1280x720 (7).jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">The low pressure area east of the country entered the Philippine area of responsibility at 7 a.m. Wednesday, according to Pagasa.<em> DOST-PAGASA</em></span></span></span></div><p>MANILA — The low pressure area east of the country is expected to enter the Philippine area of responsibility Wednesday morning and develop into a tropical depression shortly afterward, according to PAGASA.</p><div><a href="https://www.abs-cbn.com/news/weather-traffic/2026/7/17/more-than-just-numbers-how-pagasa-hopes-to-lessen-devastation-through-new-forecasting-system-1735">More than just numbers: How PAGASA hopes to lessen devastation through new forecasting system</a></div><p>Once it becomes a tropical cyclone inside the PAR, it will be assigned the local name Kiyapo, after a water cabbage.</p><p>It would be the fourth cyclone inside the PAR this July and the eleventh overall for 2026.</p><p>As of 3 a.m., the LPA was located 1,200 kilometers east of southeastern Luzon.</p><p>This Wednesday, the trough or extension of the LPA may bring scattered rains in Bicol Region and Eastern Visayas, while the southwest monsoon or Habagat will continue to affect Palawan, the rest of Visayas, and Mindanao.</p><p>Kiyapo may intensify up to tropical storm strength while moving generally west northwestward over the Philippine Sea.</p><p>This could prompt the raising of tropical cyclone wind signal no. 2.</p><p>The storm may make landfall over or pass close to Cagayan on Friday or Saturday, traverse Northern Luzon, and emerge over the West Philippine Sea.</p><p>PAGASA forecasts 50 to 100 millimeters of rain, classified as moderate to heavy rainfall, over the following areas:</p><div><br/></div><div><strong>Wednesday, July 22</strong></div><p>•    Maguindanao del Norte, Sultan Kudarat, Sarangani (Habagat)</p><div><br/></div><div><strong>Thursday, July 23</strong></div><p>•    Antique, Negros Occidental, Negros Oriental, Lanao del Norte, Lanao del Sur, Maguindanao del Norte, Sultan Kudarat, Sarangani (Habagat)</p><p>•    Cagayan and Isabela (Kiyapo)</p><div><br/></div><div><strong>Friday, July 24</strong></div><p>•    Antique, Negros Occidental, Negros Oriental (Habagat)</p><p>•    Batanes, Cagayan, Ilocos Norte, Ilocos Sur, Apayao, Kalinga, Abra, Benguet, and Isabela (Kiyapo)</p><div><br/></div><p>Other areas in Southern Luzon, Visayas, and Mindanao may also experience rainy and gusty conditions due to the Habagat.</p><p>In its impact-based forecast issued Tuesday, PAGASA warned of the possible effects of the monsoon rains in MIMAROPA, Western Visayas, Negros Island Region, and Central Visayas:</p><p>•    Few homes, establishments, and roads are flooded, especially in low-lying and poor drainage areas</p><p>•    Few houses and establishments, mostly makeshift or made of unreinforced light materials, may sustain slight to moderate damage</p><p>•    Some outdoor activities are postponed or cancelled</p><p>•    Some disruptions in road, sea, and air transportation may be expected, with a few passengers stranded. Some journeys may take longer than usual.</p><p>•    Few rice paddies or crop fields will be flooded</p><p>•    Minor injuries and danger to life may be expected</p><p>•    Few consumer connections may experience electric power interruptions</p><p>•    Water services may be interrupted in some areas</p><div><br/></div><p>The weather bureau also reminded the public to observe the following safety precautions during and after a flooding event:</p><p>•    Stay indoors and stay tuned for the latest news and weather updates</p><p>•    Do not touch electrical equipment if you are wet or standing in flood water. </p><p>•    Do not go swimming or boating in swollen rivers.</p><p>•    Do not cross streams when the water level is already above the knee</p><p>•    Do not walk or drive through flooded areas</p><p>•    Leave the evacuation area only when authorities say it is safe to return home</p><p>•    Report fallen trees and electric posts to proper authorities</p><p>•    Check for wet or submerged electrical outlets and appliances before turning on the electricity</p><p>•    Check your house for possible damage and repair as necessary</p><p>•    Make sure the food and water for drinking are not contaminated by flood water</p><p>•    Throw away rainwater in cans, pots, and tires to prevent breeding of mosquitoes</p><div><br/></div><p>PAGASA urged the public to continue monitoring updates on the system as the forecast may still change.</p><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/23uqaNbO6So?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
