<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1784763455313philippines_band_13_20260722202000.gif" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left"><em>RAMB/US NOAA/Himawari</em></span></span></span></div><p>MANILA — Eleven provinces were under tropical cyclone wind signal no. 1 on Thursday morning, in anticipation of tropical depression Kiyapo’s passage in Luzon’s northern tip, PAGASA said.</p><p>The state weather bureau raised wind signal no. 1 in the following areas. </p><ul><li>Batanes</li><li>Cagayan including Babuyan Islands</li><li>Isabela</li><li>Apayao</li><li>Abra</li><li>Kalinga</li><li>central and eastern portions of Mountain Province</li><li>eastern portion of Ifugao</li><li>Ilocos Norte</li><li>northern portion of Ilocos Sur</li><li>northern portion of Aurora</li></ul><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847635458931784763544679.jpeg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left"><em>PAGASA</em></span></span></span></div><div><br/></div>Kiyapo is forecast to intensify into a tropical storm by Friday, July 24, before passing very close to northeastern mainland Cagayan in the morning or afternoon and passing close to or making landfall over the Babuyan Islands later in the afternoon or evening. <p>PAGASA said wind signal no. 2 might be the highest possible warning that could be raised during Kiyapo’s passage.</p><p>The weather bureau said it was not ruling out the possibility of Kiyapo intensifying further into a severe tropical storm before traversing extreme northern Luzon. It added that a landfall over mainland Cagayan remained possible.</p><p>The storm may exit the Philippine area of responsibility on Saturday morning or noon, July 25.</p><p>As of 4 a.m. Thursday, tropical depression Kiyapo was located 950 kilometers east of Central Luzon.</p><p>It was packing maximum sustained winds of 45 kilometers per hour, with up to 55 kph gusts. It was moving west northwestward at 20 kph.</p><div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17847635284921784763527014.jpeg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left"><em>PAGASA</em></span></span></span></div><p>Kiyapo’s trough or extension has started bringing rains in Bicol Region, Eastern Visayas, and Romblon. </p><p>Meanwhile, the southwest monsoon or Habagat was affecting Mindanao, the rest of Visayas, Occidental Mindoro, and Palawan.</p><p>By Friday and Saturday, much of Northern Luzon may expect strong winds and moderate to intense rainfall from Kiyapo. </p><div><strong>Friday</strong></div><ul><li>Heavy to intense rains: Cagayan and Apayao</li><li>Moderate to heavy rains: Batanes, Isabela, Kalinga, Abra, Ilocos Norte</li></ul><div><strong>Saturday</strong></div><ul><li>Heavy to intense rains: Apayao, Ilocos Norte, Ilocos Sur</li><li>Moderate to heavy rains: Batanes, Cagayan, Abra, Kalinga, Mountain Province, Ifugao, Benguet, La Union</li></ul><div><br/></div><p>On the other hand, the Habagat will bring moderate to heavy rains over the following areas. </p><ul><li>Thursday: Zamboanga Peninsula, Lanao provinces, Maguindanao del Norte, Sultan Kudarat, Sarangani, and Negros Oriental</li><li>Friday: Antique and Negros provinces</li><li>Saturday: Antique and Occidental Mindoro</li></ul><div><br/></div><p>Scattered rains may also be experienced across the rest of northern Luzon and Central Luzon due to Kiyapo, and over the rest of southern Luzon, Visayas, and Mindanao due to the Habagat.</p><p>The risk of serious flooding and rain-induced landslides is high across many parts of the country.</p><p>PAGASA warned that rainfall could be heavier over mountainous and elevated areas, while significant antecedent rainfall could worsen flooding and landslide risks in some localities.</p><p>The public is advised to continue monitoring updates on the weather and take the necessary measures to protect life and property.</p><p>For more weather updates, visit the <a href="https://www.abs-cbn.com/calamity-hub">ABS-CBN Calamity Hub.</a></p><div><br style="caret-color:rgb(0, 0, 0);color:rgb(0, 0, 0)"/></div>
