<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1784779028227thumbnail-F7m3y2hyWVI-1280x720 (3).jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">At 10 a.m. Thursday, tropical depression Kiyapo was located 830 kilometers east of Northern Luzon.<em> DOST-PAGASA</em></span></span></span></div><p>MANILA — Thirteen provinces in Northern Luzon have been placed under tropical cyclone wind signal no. 1, according to PAGASA on Thursday.</p><p>As of 10 a.m. Thursday, tropical depression Kiyapo was located 830 kilometers east of Northern Luzon.</p><p>It has maximum sustained winds of 45 kilometers per hour, with gustiness up to 55 kph.</p><p>It is moving northwestward at 25 kph.</p><div><br/></div><div><strong>The following areas are under wind signal no. 1:</strong></div><p>o Batanes</p><p>o Cagayan including Babuyan Islands</p><p>o Isabela</p><p>o Northern Quirino</p><p>o Northernmost Nueva Vizcaya</p><p>o Apayao</p><p>o Abra</p><p>o Kalinga</p><p>o Central and Eastern Portions of Mountain Province</p><p>o Eastern Portion of Ifugao</p><p>o Ilocos Norte</p><p>o Northern Portion of Ilocos Sur</p><p>o Northern Portion of Aurora</p><div><br/></div><p>Kiyapo is forecast to intensify into a tropical storm by Friday, July 24, before passing very close to northeastern mainland Cagayan in the morning or afternoon and passing close to or making landfall over the Babuyan Islands later in the afternoon or evening.</p><p>PAGASA said wind signal no. 2 may be the highest possible warning that could be raised during Kiyapo’s passage.</p><p>Kiyapo may intensify further into a severe tropical storm after crossing the Babuyan Islands. It may exit the Philippine area of responsibility on Saturday morning or noon, July 25.</p><div><br/></div><div><strong>Much of Northern Luzon may expect strong winds and moderate to intense rainfall from Kiyapo:</strong></div><p>o    Thursday noon to Friday noon</p><p>o    Moderate to heavy rains: Cagayan</p><p>o    Friday noon to Saturday noon</p><p>o    Heavy to intense rains: Cagayan, Apayao, Abra, Ilocos Norte, and Ilocos Sur</p><p>o    Moderate to heavy rains: Isabela, Kalinga, Benguet, and La Union</p><div><br/></div><div><strong>On the other hand, the Habagat will bring moderate to heavy rains over the following areas:</strong></div><p>o    Thursday to Friday noon: Zamboanga Peninsula, Lanao provinces, Maguindanao del Norte, Sultan Kudarat, Sarangani, and Negros provinces</p><p>o    Friday noon to Saturday noon: Negros Occidental, Guimaras, Iloilo, Antique, and Palawan</p><p>o    Saturday noon to Sunday noon: Occidental Mindoro</p><div><br/></div><p>Scattered rains may also be experienced across the rest of Northern Luzon and Central Luzon due to Kiyapo, and over the rest of Southern Luzon, Visayas, and Mindanao due to the Habagat.</p><p>The risk of serious flooding and rain-induced landslides is high across many parts of the country.</p><p>PAGASA warned that rainfall may be heavier over mountainous and elevated areas, while significant antecedent rainfall could worsen flooding and landslide risks in some localities.</p><p>The public is advised to continue monitoring updates on the weather and take the necessary measures to protect life and property.</p><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/TllpwuJVa64?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
