MANILA — Tropical depression Kiyapo maintained its strength as it continues to move west northwest, the state weather bureau said Thursday night.In its 11 p.m. Thursday weather bulletin, PAGASA said Kiyapo was located 535 kilometers east of Tuguegarao City, Cagayan as of 10 p.m., packing maximum sustained winds of up to 55 kilometers per hour near the center, with gusts of up to 70 kph.Tropical cyclone wind signal number 1 remains hoisted over the following areas:BatanesCagayan including Babuyan IslandsIsabelaNueva VizcayaQuirinoApayaoAbraKalingaMountain ProvinceIfugaoBenguetIlocos NorteIlocos SurLa Unionnorthern and central portions of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao)Kiyapo is expected to cause heavy rains over areas under signal number 1 from Thursday night to Friday night.PAGASA, however, emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone.Based on the forecast track, Kiyapo may pass close to the northeastern portion of mainland Cagayan between Friday morning and afternoon, then pass very close or make landfall in the vicinity of Babuyan Islands by Friday afternoon to evening.It is forecast to exit the Philippine area of responsibility by Saturday morning.Meanwhile, the southwest monsoon or habagat will bring moderate to heavy rains over the western sections of Mindanao, Visayas, and Southern Luzon through the weekend.Flooding and landslides are expected in many areas.
