Handout/DOST-PAGASAMANILA — The low pressure area east of southeastern Luzon developed into a tropical depression at 8 p.m. Wednesday, according to PAGASA.</div>It was assigned the local name &quot;Kiyapo.&quot;Tropical cyclone wind signal no. 1 was raised over the eastern portions of Cagayan and Isabela, in anticipation of the storm’s approach.Kiyapo is forecast to intensify into a tropical storm on Friday, July 24, before crossing the Babuyan Islands Friday evening.It may exit the Philippine area of responsibility by Saturday morning, July 25.PAGASA said it is not ruling out the possibility of Kiyapo intensifying further into a severe tropical storm prior to traversing Extreme Northern Luzon. It also warned that a landfall over mainland Cagayan remains possible.Aside from Kiyapo’s strong winds, most of Northern Luzon should expect moderate to intense rainfall between Thursday evening and Saturday evening.Meanwhile, the southwest monsoon or Habagat will continue to affect the western sections of Mindanao, Visayas, and Southern Luzon.Moderate to heavy rains are expected over the following areas: <ul><li id="isPasted">until Thursday evening: Zamboanga Peninsula, Lanao provinces, Maguindanao del Norte, Sultan Kudarat, and Sarangani </li><li>Thursday evening to Friday evening: Maguindanao del Norte, Lanao provinces, Zamboanga del Sur, Zamboanga Sibugay, Zamboanga City, Negros provinces, and Antique </li><li>Friday evening to Saturday evening: Negros Occidental, Guimaras, Iloilo, Antique, and Occidental Mindoro</li><li> </li></ul>Scattered rains may also be experienced across the rest of Northern Luzon and Central Luzon due to Kiyapo, and over the rest of Southern Luzon, Visayas, and Mindanao due to the Habagat.The risk of serious flooding and rain-induced landslides is high across many parts of the country.PAGASA warned that rainfall may be heavier over mountainous and elevated areas, while significant antecedent rainfall could worsen flooding and landslide risks in some localities.The public is advised to continue monitoring updates on the weather and take the necessary measures to protect life and property.
