<div><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/1785592586325luid.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/>Himawari-9/RAMMB imagery</div>MANILA - A low pressure area (LPA) located east of Quezon developed into Tropical Depression Luis at 8 p.m. Saturday, according to PAGASA.The weather disturbance formed on Wednesday and entered the Philippine area of responsibility on Friday, July 31.Even before developing into a tropical cyclone, it had been bringing scattered rains over Visayas, Bicol Region, CALABARZON, Aurora, and parts of MIMAROPA and Cagayan Valley.PAGASA will begin issuing tropical cyclone bulletins at 11 p.m., with tropical cyclone wind signals likely to be raised over parts of Southern Luzon.Farther east, tropical cyclone Dolphin has been downgraded from super typhoon to typhoon.At 8 p.m., it was located more than 3,500 kilometers east of Extreme Northern Luzon.It is seen to continuously move west northwestward, cross the Ryukyu Islands of southern Japan late Thursday, and make landfall over eastern China by next weekend.It is less likely to enter the PAR but may enhance the southwest monsoon or Habagat from the middle of next week.Luis is the first tropical cyclone in the country this August and the twelfth overall this year.PAGASA forecasts two to four storms to form or enter the PAR this month. Historically, tropical cyclones in August tend to make landfall over Northern Luzon. Those that remain offshore often recurve east of Taiwan, where they can enhance the Habagat, bringing increased rainfall over the western sections of the country.
