Maria Tan, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Dark storm clouds blanket the Quezon City skyline on Thursday, August 6, 2026. <em>Maria Tan, ABS-CBN News</em></span></span></span></div><p>MANILA -- A developing weather disturbance east of the Philippines may further enhance the southwest monsoon or Habagat, PAGASA said Sunday afternoon.</p><p>The low pressure area formed from a cloud cluster east of the country Sunday afternoon. </p><p>At 3 p.m., the LPA was located 1,385 kilometers east of Central Luzon, outside the Philippine area of responsibility.</p><p>“Sa ngayon, nasa labas pa ito ng Philippine area of responsibility ngunit sa mga susunod na oras, likely mamayang gabi, papasok na rin ito sa loob ng PAR. Also, possible rin itong ma-develop at maging isang ganap na bagyo sa mga susunod na araw,” weather forecast Grace Castañeda-Carpio said in PAGASA’s afternoon broadcast. </p><p>(The LPA may already enter the PAR tonight. It may also develop into a tropical cyclone in the next few days.)</p><p>It will be assigned the local name Neneng once it develops inside the PAR.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2026/8/16/9-100-families-still-in-evacuation-centers-due-to-storms-habagat-1215"><strong>9,100 families still in evacuation centers due to storms, habagat</strong></a></div><p>It is forecast to move northwestward toward Taiwan </p><p>Castañeda-Carpio added that another weather disturbance may form over the northern portion of the West Philippine Sea.</p><p>Both systems could enhance the Habagat, which is currently affecting Luzon and Western Visayas. </p><div><br/></div><div><strong>MONSOON RAINS THROUGH WEDNESDAY</strong></div><p>PAGASA said 50 to 100 millimeters of rain, considered moderate to heavy in intensity, may affect the western sections of Luzon and Visayas through Wednesday, August 19.</p><p>Ilocos Sur, La Union, Pangasinan, Benguet, and Zambales may experience moderate to heavy rains during the period. </p><p>Monsoon rains may extend to Bataan and Occidental Mindoro from Monday afternoon and expand further to Tarlac, Pampanga, Cavite, Batangas, and Antique from Tuesday afternoon.</p><p>Metro Manila may also experience scattered rains with occasional heavy downpours, along with the rest of Cordillera, Central Luzon, and CALABARZON, and parts of Cagayan Valley.</p><p>PAGASA’s National Capital Region Division warned that Metro Manila could experience significant impacts from the monsoon rains on Tuesday and Wednesday.</p><p>Heavy rainfall may cause flooding that could result in serious injuries and pose danger to life. Health facilities and residential and commercial structures may also sustain moderate to extensive damage.</p><p>Power and water service interruptions are possible in some areas, while road, rail, sea, and air transport disruptions could lead to longer travel times and passenger stranding. </p><p>PAGASA reminded the public to:</p><p>- Stay indoors and continue monitoring official weather updates. </p><p>- Avoid touching electrical equipment while wet or standing in floodwater. </p><p>- Do not swim or go boating in swollen rivers. </p><p>- Do not cross streams when water is already above the knee. </p><p>- Do not walk or drive through flooded areas. </p><p>- Dispose of stagnant rainwater in cans, pots, tires, and other containers to prevent mosquito breeding. </p><p>- Ensure food and drinking water are not contaminated by floodwater. </p><p>- Check wet or submerged electrical outlets and appliances before restoring electricity. </p><p>- Report fallen trees and electric posts to authorities. </p><p>- Leave evacuation areas only when authorities declare it safe to return. </p><p>- Check homes for possible damage and make necessary repairs. </p><div><a class="fr-green" href="https://www.abs-cbn.com/news/nation/2026/8/15/22-dead-17-injured-due-to-combined-effects-of-luis-maymay-habagat-ndrrmc-1458"><strong>22 dead, 17 injured due to combined effects of Luis, Maymay, habagat—NDRRMC</strong></a></div><div><br/></div><div><strong>REPLENISHED DAMS</strong></div><p>Many parts of Luzon are still reeling from incessant monsoon rains since the beginning of August. </p><p>The National Disaster Risk Reduction and Management Council has so far reported 23 deaths, including 15 in Benguet from separate landslide incidents in Baguio City, La Trinidad, and Atok.</p><p>At the same time, the persistent rains have significantly replenished several dams in Luzon. </p><p>Angat Dam’s water level rose to 182.63 meters as of 8 a.m. Sunday, up 32 meters from its record-low of 150.60 meters on July 25.</p><p>The reservoir is now within its operating level, although it remains below its normal high of 210 meters. </p><p>Ambuklao and Binga dams opened their gates during the height of the monsoon rains to prevent their water levels from reaching spilling level.</p><div><a class="fr-green" href="https://www.abs-cbn.com/news/weather-traffic/2026/8/13/habagat-cyclones-affect-nearly-3-7-million-ndrrmc-1312"><strong>Habagat, cyclones affect nearly 3.7 million — NDRRMC </strong></a> </div><p>Since August 1, San Roque Dam’s water level has increased by nearly 42 meters.
