Garcia Avenue following continuous and heavy rains on Monday, August 17. As of 3:30PM, the congestion stretched as far as UP University Avenue. Vehicles exiting UP Diliman, Maginhawa, and Krus na Ligas were also stalled as they try to make their way out of the area. Only high-clearance vehicles attempted to pass through the leftmost lane, while other motorists and pedestrians remained stranded. A number of local children played in the pool of water that formed on part of the road beside a residential area.
