State weather bureau PAGASA released an advisory stating that moderate to heavy rain will be experienced particularly in the Northern and Central Luzon caused by the Southwesterly wind flow, which could be an early indication of the start of the rainy season. <em>George Calvelo, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The enhanced southwest monsoon or Habagat will bring rainy weather over Luzon and Visayas Friday through the weekend, according to PAGASA.</p><p>Significant rainfall is expected especially over the western part of Luzon.</p><div><br/></div><div><strong>FRIDAY-SUNDAY (AUGUST 28-30)</strong><strong></strong><strong><br/></strong></div><div><strong><u>Heavy to intense rains (100-200 millimeters)</u></strong></div><p>• Benguet</p><p>• La Union</p><p>• Zambales</p><p>• Bataan</p><p>• Occidental Mindoro (Friday and Saturday)</p><div><br/></div><p>Numerous flooding events, especially in areas that are urbanized, low-lying, and near rivers, are likely while landslides could also occur in moderate to highly susceptible areas.</p><div><br/></div><div><strong><u>Moderate to heavy rains (50-100 millimeters)</u></strong></div><p>• Ilocos Norte (Saturday and Sunday)</p><p>• Ilocos Sur</p><p>• Pangasinan</p><p>• Abra</p><p>• Tarlac</p><p>• Pampanga</p><p>• Nueva Ecija</p><p>• Bulacan</p><p>• Metro Manila</p><p>• Rizal</p><p>• Cavite</p><p>• Batangas</p><p>• Occidental Mindoro (Sunday)</p><p>• Oriental Mindoro</p><p>• Antique (Friday)</p><div><br/></div><p>In this condition, localized flooding is possible while landslides are likely in highly-susceptible areas, according to PAGASA.</p><p>Habagat is enhanced by Typhoon Saudel, locally known as Obet during its brief stay inside the Philippine area of responsibility, which is about to make its landfall over eastern China.</p><p>A low pressure area over the northern Philippine Sea is also contributing to the Habagat enhancement.</p><p>At 3 a.m. Friday, the LPA was located 720 kilometers east of Itbayat, Batanes.</p><p>It continues to have medium potential for tropical cyclone formation in the next 24 hours.</p><p>Once it develops into a tropical depression, it will be assigned the local name Pilandok.</p><p>“Posible itong maging bagyo, lalo na this coming weekend, pero hindi naman ito magkakaroon ng direktang epekto sa ating bansa. Hindi ito inaasahang magla-landfall sa Pilipinas at ang magiging direksyong nitong low pressure area kung sakaling maging bagyo ay sa may bahagi naman ng Taiwan,” weather forecaster Robert Badrina explained in PAGASA’s early Friday morning live broadcast.</p><p>(This weather disturbance may develop into a tropical cyclone, especially this coming weekend. However, it will have no direct effect in the country. It is not forecast to make landfall over the Philippines as it will head toward the Taiwan area.)</p><p>In an impact-based forecast issued on Thursday afternoon, PAGASA said the heavy monsoon rains and flooding could result in severe impacts over many parts of Central Luzon and significant to severe impacts in Metro Manila and parts of Calabarzon Friday through Sunday.</p><p>Severe impacts may include:</p><p>• Prolonged and widespread disruption to day-to-day routine of households and businesses.</p><p>• Widespread damage to houses and buildings, with the majority likely to sustain extensive or complete damage.</p><p>• Severe injuries, permanent disability, and danger to life may also be expected, with most of health facilities also likely to be affected.</p><p>• Electric power and water service interruptions may be experienced.</p><p>• Widespread disruptions in road and rail transportation may be expected, with many passengers likely to be stranded for long periods.</p><p>• Crops in the critical growth stage may be totally damaged, loss of livestock and poultry may be widespread, and most of aquaculture production may be lost.</p><div><br/></div><p>PAGASA warned the public and government agencies to take all necessary measures to protect life and property.</p><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/DlXUFG_vwYk?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
