<em>Handout/DOST-PAGASA</em></span></span></span></div><p>MANILA -- Tropical depression Luis weakened into a low pressure area at 8 p.m. Monday, according to PAGASA.</p><p>All remaining wind signals in Northern Luzon have been lifted.</p><p>At 10 p.m., the remnant low was in the vicinity of Peñablanca, Cagayan.</p><p>It may move away from land and eventually merge with the broad circulation of Typhoon Dolphin.</p><p>Dolphin was located more than 2,600 kilometers east northeast of Extreme Northern Luzon, outside the Philippine area of responsibility.</p><p>The typhoon is less likely to enter the PAR but may enhance the southwest monsoon or Habagat as it heads towards eastern China, where it may make landfall by weekend.</p><p>Meanwhile, a new LPA formed over the West Philippine Sea on Monday evening due to the spinning caused by the interaction of Luis&#x27; northwesterly winds with the Cordillera mountain range.</p><p>The LPA was over the coastal waters of San Fernando City, La Union at 8 p.m.</p><p>PAGASA said it is unlikely to develop into a tropical cyclone.</p><p>The LPA west of Ilocos Region and the enhanced Habagat will bring significant rainfall over the western
