<p style="margin-bottom:0px;line-height:normal">CEBU CITY — The province of Cebu is now officially in a state of calamity due to the effects of the El Niño phenomenon.<br/><br/>Vice Governor Junjun Davide confirmed that the provincial board approved the declaration Monday in a resolution filed by Board Member Victoria Corominas-Toribio.</p><div style="margin-bottom:0px;line-height:normal;min-height:15px"><br/></div><p style="margin-bottom:0px;line-height:normal">A declaration of a state of calamity gives the local government access to additional funds for calamity response and imposes a price freeze on basic goods. Declarations can be made by the President or by local councils.</p><p style="margin-bottom:0px;line-height:normal"><br/>Corominas-Toribio said the province has “been suffering from the adverse effects of the dry spell, particularly in the agriculture, fisheries and livestock sectors” for the past months.</p><div style="margin-bottom:0px;line-height:normal"><br/></div><div style="margin-bottom:0px;line-height:normal"><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/PwIgTu3Y7jU?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/>The declaration also stemmed from an endorsement by Gov. Gwen Garcia backed by an assessment of the Provincial Disaster Risk Reduction and Management Council.<br/><br/>The council logged over 12,000 affected farmers spanning more than 3,000 hectares. The total damage caused by the high temperatures and decreased rain has been pegged at P117 million.</div><div style="margin-bottom:0px;line-height:normal"><br/></div><div style="margin-bottom:0px;line-height:normal"><a href="https://news.abs-cbn.com/regions/2024/4/22/farmer-gives-away-thousands-of-kilos-of-tomatoes-after-el-nino-affects-crop-950">RELATED: Farmer gives away thousands of kilos of tomatoes after El Niño affects crop</a></div><div style="margin-bottom:0px;line-height:normal"><br/></div><p style="margin-bottom:0px;line-height:normal">Cebu City had already declared<a href="https://news.abs-cbn.com/news/2024/3/7/water-supply-in-metro-cebu-dwindling-due-to-el-ni-o-851"> a water crisis </a>last month.</p><p style="margin-bottom:0px;line-height:normal"><br/>“The persistent heat indexes severely depleted the water resources, which are crucial for agriculture, livestock and those who are in the fish pond/pen business,” wrote Vice Governor Davide in his post.<br/><br/>The province also logged an increase of heat-related illnesses as the heat index continues to range from 40 to 42 degrees Celsius in the province.<br/><br/>The resolution also added that forest and grass fire accidents continues to occur in different towns and cities.<br/><br/>The provincial government is now waiting for Gov. Garcia&#x27;s  executive order detailing specific measures under the declaration.</p>
