Ayala exec to be named DOTC undersecretary - sources

MANILA - An executive of the Ayala group will be named transport undersecretary for rail, multiple sources in the Department of Transportation and Communications (DOTC) said on Monday.

The sources said Ayala Infrastructure executive vice president Noel Kintanar will be part of the team of incoming Transportation Secretary Arthur Tugade.

Kintanar is part of the Ayala group's many forays into public-private partnerships with government.

A DOTC source said his appointment may be a conflict of interest considering his intimate involvement as a representative of Ayala in such projects.

The Ayala group currently holds the contract for the Automated Fare Collection System. It also operates the Light Rail Transit Line 1 via the Light Rail Manila Consortium, which Ayala formed with Metro Pacific, DOTC, LRTA and Macquarie.

Kintanar remains unavailable for comment.

Incoming Finance Secretary Carlos 'Sonny' Dominguez officially resigned from the Board of Directors of listed Alsons Consolidated Resources so he may serve as finance chief under the Duterte administration without any conflict of interest. His resignation took effect on Friday, June 17.

Other appointments that have attracted criticism for possible conflicts of interest include the hiring of the son of prominent businessman and former Senator Manny Villar, Mark Villar, as secretary of Public Works and Highways.

The older Villar was heavily criticized when he ran for President in 2010, for allegedly using his clout to influence the location of the Daang Hari project, now called Muntinlupa Cavite Expressway (MCX).

The MCX was developed by the Ayala Group and now provides additional road access to multiple real estate projects of the Villar's listed developer Vista Land & Lifescapes.

The Aquino government also hired technocrats from the private sector, namely outgoing DPWH secretary Rogelio Singson and Rene Almendras, who held multiple Cabinet positions.
