MANILA - The Philippine Drug Enforcement Agency (PDEA) filed on Friday criminal charges against a Chinese national allegedly behind the P1.8 billion-worth of shabu shipment seized by authorities last March.

PDEA operatives filed drug charges against Zhijian Xu alias Jacky Co before the Justice Department on Friday morning, PDEA spokesperson Derrick Carreon told reporters.

“Our regional office NCR, together with our legal team, have left for the DOJ this morning for the filing of cases against alias Jacky Co,” he said.

Carreon said the contraband arrived at the Manila International Container Port (MICP) last March 22. The drugs were found inside a 40-foot container.

“He’s behind the shipment of the 1.8-billion peso drugs recovered at the MICP last March 22, which were concealed inside teabags,” Carreon said.

During a privilege speech on Wednesday, Senator Panfilo Lacson said Jacky Co was in the country monitoring the arrival of his illegal drug shipment.

He left the country days after the seizure of the shipment.

Lacson said Co is also part of a big kidnapping syndicate that collects ransom from kidnap victims through wire transfer and offshore banking.

Aside from Co, Carreon said PDEA also filed cases against 16 others allegedly involved in the importation of the shipment.
