Ejercito was first elected senator in 2013. Prior to his stint in the Senate, he served as representative of San Juan, and then as San Juan City mayor for three consecutive terms from 2001 to 2010.

Ejercito ranked 17th in a recent Pulse Asia survey on likely winners in the mid-term senatorial race, while Estrada ranked 7th. The pollster said the list represents individuals who "would have a statistical chance of winning" the elections.

Ejercito is married to Ma. Hyacinth Lotuaco. They have two sons, Jose Emilio and Julio Jose.
