Comelec: All systems go for Halalan 2025

MANILA — The Commission on Elections (Comelec) said it's all systems go for the 2025 National and Local Elections (NLE), seven days before the midterm polls. 

In an ambush interview on Monday, Comelec chairman George Garcia told reporters that the delivery of automated counting machines (ACMs) is at almost 100 percent while delivery of the last batch of official ballots for the National Capital Region (NCR) will commence on Tuesday, May 6. 

“Nag-conduct na po tayo ng final testing and sealing—final na po yan. Bukas, iniimbitahan ko po kayo sa umaga upang saksihan ang pinal na mga balota na ide-deploy sa NCR. Nung mga nakaraang araw hanggang ngayon, deployment na sa Luzon. Nung Sabado, Region III tsaka Region II ang dineploy—bukas naman po NCR na, so mas maaga po ito kahit paano para malaman kung mali ang dala na balota o merong balota na kulang dun sa mga lugar na dapat ay pagdadalhan niya,” Garcia said. 

“So far, on time po tayo lahat sa ating mga ginagawa. Ang ACM ay halos nasa 98% na ang delivery sapagkat kinakailangan po ito mula sa ating hub, kasi hanggang 7 (May) na lang ang ating final testing and sealing so dapat bago mag-7, hundred percent na ang delivery nung ating mga makina,” Garcia added.

Also on Monday, Garcia announced that the poll body was able to secure the certification from the Technical Evaluation Committee (TEC) and the international certifying entity Pro V&V Inc.

“Nakuha na ng Comelec simula pa noong April 30 ang aming certification ng ating lahat ng sistema,” Garcia told reporters. 

"Now therefore, the TEC resolved, as it hereby resolves to issue this certification, that based on the recommendation of Pro V&V, together with the documented results considering the extent, the sub-systems were evaluated, the AES can operate properly, securely, and accurately,” the TEC certification adopted on April 30, 2025 stated. 

“Sana po mapagbigyan natin itong proseso, yung ginagamit natin na sistema at yung ginagawa ng Comelec, gustong-gusto namin na maging maayos ang halalan, maging tahimik, maging credible, mapagkakatiwalaan. Wala naman po sigurong institusyon na nagko-conduct ng ganitong klaseng halalan ang gugustuhin na may isyu o kuwestiyon sa integridad ng kanyang isinasagawa na halalan,” Garcia said. 


'FAKE NEWS' ON ID REQUIREMENT

Meanwhile, Garcia debunked reports on social media alleging that registered voters are required to have a National ID to be able to cast their votes on May 1, and the so-called earlier schedule of midterm polls on May 10 instead of May 12.

According to Garcia, these are all “fake news” intended to discredit the conduct of the NLE. 

“Sobra po ang pag-atake sa integridad ng halalan, tulad ng pagsasabi na kailangan ng National ID para makaboto, kasinungalingan po yun. Lahat makakaboto kahit wala kang dalang ID, basta ang pangalan mo nasa listahan sa labas ng presinto, sa loob ng presinto, sa ating precinct finder… Lahat po tayo makakaboto sa araw ng halalan,” he said. 

In a separate interview, Comelec spokesperson Atty. John Rex Laudiangco said that the list of registered voters has pictures on it and therefore, members of the electoral board can easily identify the personality of each voter. 

”Hindi kinakailangan ng anumang ID, sapat na ma-identify ka nila at lalo na ngayon may litrato na. Pag meron mang nag-challenge sayo, kaya kang i-identify ng ating mga electoral boards,” Laudiangco told ABS-CBN News. 

The poll chief is convinced that there are people behind the proliferation of fake news and someone or somebody will benefit from low voter turnout in case that happens.

“Ang efforts nung mga nagmi-misinform o disinform ay pababain ang bilang ng mga botante na boboto…siguro aalamin natin, sino ba mabebenepisyuhan kapag boboto na konti lang o bababa ang bilang ng botante,” said Garcia. 

Meanwhile, Garcia said he has already asked the office of the president to declare May 12 as holiday. 

“Para naman mabigyan ng pagkakataon ang sambayanang Pilipino, ang mga botante natin makaboto kahit iisipin nila na hindi na makapasok sa araw na yun,” Garcia said.
