Under the bill, the President will be authorized to optimize the operations of the different agencies in the Executive Branch under the Government Optimization Program (GOP).

A Committee on Optimizing the Executive Branch (COEB) — composed of the Executive Secretary as chairperson; the Secretary of the Department of Budget and Management (DBM) as co-chairperson; and the Secretary of Socioeconomic Planning, the Chairperson of the Civil Service Commission (CSC), and the Director-General of the Anti-Red Tape Authority as members — will be created to oversee the implementation of the GOP.

The bill covers all agencies of the executive branch, including departments, bureaus, offices, commissions, boards, councils, and all other entities attached to or under their administrative supervision, and government-owned or -controlled corporations (GOCCs) not covered by Republic Act No. 10149 or the GOCC Governance Act of 2011.
