Nilagdaan na ni Pangulong Rodrigo Duterte ang batas na nagpapahintulot sa piling-piling opisyal ng Philippine National Police (PNP) at Criminal Investigation and Detection Group (CIDG) na mag-isyu ng subpoena para sa pagpapabilis ng imbestigasyon.Sa ilalim ng Republic Act 10973, may kapangyarihan na ang PNP chief, gayundin ang director at deputy director for administration ng CIDG, na mag-isyu ng subpoena at subpoena duces tecum.Ang subpoena ay isang kautusang naglalayong paharapin ang isang tao sa korte o kapulungan, habang ang subpoena duces tecum ay ang utos na pagpapalabas ng dokumentong kailangan sa isang imbestigasyon.
