MANILA (UPDATE) - A court in Angeles City, Pampanga issued Wednesday a hold departure order against the primary suspect in the abduction and slay of South Korean businessman Jee Ick-Joo in October 2016.

The HDO comes after Police Lt. Col. Rafael Dumlao III was allowed to post P300,000 bail for each of the three cases filed against him.

"The Travel Control Bureau of the Bureau of Immigration and Deportation of the Ninoy Aquino International Airport (NAIA) Pasay City is ordered to hold the departure of the here under named accused from the country so as not to escape criminal liabilities pending the final determination of this case," Angeles City Regional Trial Court Branch 56 stated.

Justice Department spokesperson, Undersecretary Markk Perete, clarified that the HDO applies to all airports and seaports.

“The BI only has one system. NAIA is not isolated or separated from that system. Also, to construe it as applicable only to NAIA will be absurd as the HDO will be ineffectual as the subject could just use other airports. In such a case, such HDO is no HDO at all,” said Perete.

Dumlao is accused of masterminding Jee's abduction in Angeles City and slay at the national police headquarters in Camp Crame, Quezon City nearly three years ago.

He is facing charges of kidnap for ransom with homicide, kidnapping and serious illegal detention and carjacking. Report from Mike Navallo, ABS-CBN News
