MANILA - The Supreme Court said Sunday it penalized a dismissed regional trial court judge and 3 others for violating their own code of conduct during the 2013 Philippine Judges Association convention and elections.

Judge Marino Rubia of Biñan, Laguna RTC Branch 24 was fined P21,000 for giving away bags, caps and t-shirts, in violation of Guidelines on the Conduct of Elections on Judges Associations, the SC said in a statement.

The SC dismissed Rubia in 2014 after he was found to have met a person involved in 3 cases he was handling and advised her to talk to opposing counsel.

Judge Ralph Lee of QC RTC Branch 83 was also fined P21,000 for distributing desk calendars, posters and tarpaulins during the same elections, the SC said.

Also penalized were Judge Lyliha Aquino of Manila RTC Branch 24, who was admonished for booking hotel rooms for PJA members, and Judge Rommel Baybay of the Makati RTC Branch 132, who was fined P30,000 for providing discounted hotel rooms to some judges and giving away cellphones as raffle prizes.
