MANILA - US actress and singer Bette Midler has "no right" to criticize President Rodrigo Duterte, Malacañang said Sunday after the artist named the Philippine leader among dictators in a tweet about US President Donald Trump.

"She has the right to criticize in her country as an exercise of her freedom of expression," Presidential spokesperson Salvador Panelo said.

"She, however, has no right, as she is incompetent and a gullible talking head as well, [to comment] on matters concerning foreign leaders she has no personal knowledge of."

Midler, in a tweet Saturday, urged Americans to "think again" amid President Donald Trump's impeachment hearings.

"Want to leave the door open to a Hitler? A Stalin? A Castro? A Duterte? A Pol Pot? A Putin? An Assad? A Chavez? A Kim Jong Un? A Mussolini? A Mugabe? An Amin? #Trump’s the gateway to that," she said.

In 2017, Midler commented on Duterte's performance for Trump during the 31st ASEAN Summit's gala dinner.

"Murderous dictator Duterte serenaded Trump with a Filipino love song. Vlad, somebody’s tryin' to steal your man!" she said.

Panelo said Midler should be "circumspect as an influencer and should refrain from giving one-sided and judgmental comments on (the) internal affairs of another sovereign state."

He then urged Midler to revisit her hit "From A Distance" to "look at a foreign leader of a distant country with a positive outlook."
