MANILA -- The Office of Civil Defense (OCD) is preparing for the potential impact on 10 million individuals in its disaster planning, as Super Typhoon Pepito (international name: Man-yi) is expected to affect the entire Luzon island and parts of the Visayas regions, an official said on Saturday.

Undersecretary Ariel Nepomuceno, executive director of the OCD, said the agency is preparing for a worst-case scenario, with events similar to those that occurred during Typhoon Kristine (Trami) in late October likely to happen.

"Huwag na nating asahan 'yong maganda. Kahit ako naman, gusto nga nating malusaw 'yong bagyo pero dapat, again for the purposes of conservative planning, lalo na 'yong mga dinaanan ng Kristine na naranasan na nila, isipin na nila na maaring ganon uli," Nepocumeno told reporters in a forum in Quezon City. 

(Let's not expect a good outcome. Even I, personally, wish the storm would just dissipate, but for the purposes of conservative planning, especially for those who were affected by Kristine, they should think that it could happen again.)

"Mas maigi naman ho na hindi 'yan ang mangyari pero sa preparasyon, sa pag-evacuate, sa paglikas ng mga mamamayan natin, ganon na lang ang isipin dapat. Hindi natin gustong mangyari 'yon subalit 'yon ang dapat na lebel ng paghahanda natin," he added. 

(It would be better if that doesn't happen, but in terms of preparation, evacuation, and the relocation of our people, that should be the mindset. We don't want that to happen, but that is the level of preparation we should aim for.)

Pepito, which entered the Philippine Area of Responsibility on Thursday evening, is forecast to make landfall in Catanduanes on Saturday night or Sunday morning, according to the state weather bureau PAGASA.

The government has deployed nearly 13,857 personnel for disaster response and relief efforts, including 1,282 search and rescue teams, according to Nepomuceno.

There are about 11,448 families or 35,335 individuals still in evacuation centers due to the recent typhoons. An additional 14,366 families or 48,014 individuals preemptively evacuated.

"Tapos na dapat tayo sa paghuhulaan o aasa tayo na sana malusaw 'yong bagyo, sana huwag dumaan, sana hindi malakas 'yong ulan na dala – itigil na po natin 'to; doon tayo mapapahamak. Mas maganda bago dapat ang ating attitude. Doon tayo sa paghahanda sa posibleng pinakamalalang posibilidad na epekto ng bagyo," he said. 

(We should stop guessing or hoping that the storm will dissipate, that it won't pass through, or that the rain won't be too strong – let's stop doing that, as that's where we will get into trouble. It's better to have a proactive attitude. We need to focus on preparing for the worst possible effects of the storm.)

ADDITIONAL P875-M QUICK RESPONSE FUND

Department of Social Welfare and Development (DSWD) Assistant Secretary Irene Dumlao said the agency has already prepositioned close to a million family food packs  in strategic parts of the country and is ready to respond to the needs of those affected by the typhoon.

She said the DSWD has already received an additional P875 million to replenish its quick response fund for its response and relief efforts during calamities.

The DSWD has also procured additional raw materials for the production of family food packs and will draw down additional pre-packed items.

The family food packs contain six kilograms of rice, 10 assorted canned goods, five sachets of instant coffee, and five choco malts – enough for a family of five for two to three days.

"Hindi po kinakapos ang Department of Social Welfare and Development ng resources. We're very grateful to the Department of Budget and Management because a few days back were received the replenishment of our quick response fund and this enable the department to fulfill its mandate to provide augmentation support to the local government units," Dumlao said.
