Comelec says 4.2 million voters to be deactivated

MANILA — More than 4.2 million Filipino voters will soon be deactivated and can no longer participate in the 2025 elections, Commission on Elections Chairman George Erwin Garcia said Thursday.

Bulk of the to be disenfranchised voters or a total of 4,237,054, have failed to cast their vote in two successive elections.

There are also a total of 1,829 individuals who have been excluded to vote as per court order.

There was also a “Failure to Validate” to a total of 595 voters. Three were due to “Loss of Filipino Citizenship.”

The deduction of a total of 4,239,483 voters will then reduce the number of Filipino electorate as of this writing, Garcia said.

“4.2m voters will be deactivated. Hence , deductible to the present total no. of voters of 68 [million],” Garcia said in a text statement.

Region IVA or Calabarzon registered the biggest number of disenfranchised voters with 733, 903. This is followed by Region III or Central Luzon totaling to 503,297.

The other regions topping the volume of deactivated registration records’ list with a six-digit mark are:

  • REGION VI – 384,001
  • REGION VII – 366,968
  • REGION V – 315,971
  • REGION VIII – 251,501
  • REGION I – 247,682
  • REGION XI – 218,515
  • REGION XII – 210,798
  • REGION IX – 185,054
  • REGION II –181,856
  • REGION IV-B –170,564
  • CARAGA – 147,278
  • NCR – 104,238


The Cordillera Autonomous Region registered the lowest number of disenfranchised voters with 69,108.

Region V has the most number of voters who were excluded by the court to vote with 705.

Three of those disenfranchised to vote due to loss of Filipino citizenship come from Region VIII.

Garcia said, these voters were deactivated after the Barangay and Sangguniang Kabataan Elections.
